Justice is higher than power.

Law is civilization's public memory. It preserves obligations, limits rulers, protects households, disciplines passions, and gives public life a form that can outlast any one generation.

Why it matters

Rome gives the West institutional seriousness: offices, citizenship, legal reasoning, civic duty, public works, administrative continuity, and the conviction that order is not the enemy of liberty but one of its conditions.
